UAE’s New Electronic Invoicing System: What Businesses Need to Know (e-invoicing)
The UAE Ministry of Finance has officially issued Ministerial Decision No. 243 of 2025 and Ministerial Decision No. 244 of 2025 on the implementation of the Electronic Invoicing (E-Invoicing) System. What is the Electronic Invoicing System?
The Electronic Invoicing System is a structured digital platform for the issuance, transmission, and exchange of invoices and credit notes. Unlike scanned or PDF invoices, e-invoices must be in a machine-readable format, allowing automatic processing by the Federal Tax Authority (FTA) and the recipient.
Scope of Application
- The system applies to all VAT-registered businesses in the UAE for every business transaction, unless specifically excluded.
- Exclusions include certain government transactions, international airline services, and exempt/zero-rated financial services.
- Importantly, businesses may voluntarily adopt e-invoicing even if not mandated, which will subject them to the full compliance framework.
Key Deadlines for Implementation
As per Ministerial Decision No. 244 of 2025:
- Phase 1 (Large Businesses):
Companies with revenue ≥ AED 50 million must appoint an Accredited Service Provider by 31 July 2026 and implement the system by 1 January 2027. - Phase 2 (Other Businesses):
Companies with revenue < AED 50 million must onboard by 31 March 2027 and go live by 1 July 2027. - Government Entities:
Must comply by 1 October 2027.
👉 Business-to-Consumer (B2C) transactions are currently excluded until a separate Ministerial Decision determines otherwise.
Obligations for Businesses
Under Decision No. 243 of 2025:
- Issuers must generate, transmit, and report e-invoices and e-credit notes within 14 days of the business transaction.
- Recipients must process and report received e-invoices through the system.
- All businesses must appoint an Accredited Service Provider (to be published by the Ministry).
- Data storage requirements apply — invoices and credit notes must be stored within the UAE in line with the Tax Procedures Law.
Pilot Programme and Voluntary Adoption
A Pilot Programme begins on 1 July 2026, allowing selected businesses (Taxpayer Working Group) to test the system.
From the same date, voluntary adoption is open to any business wishing to transition early.
